Linyi unveils solid incentives to attract talent, investment in Shanghai

The event detailed solid talent policies backed by clear figures. Top-tier teams may receive up to 100 million yuan ($14.83 million) in comprehensive funding. Provincial-level leading talents are eligible for up to 5 million yuan, while 50 municipal-level talents receive up to 500,000 yuan each per year.
Entrepreneurs can apply for loans of up to 300,000 yuan, with small businesses eligible for up to 4 million yuan, both subsidized with interest.
Enterprises also benefit. Firms hiring talents earning over 600,000 yuan annually receive up to 200,000 yuan in one-time subsidies. Ten "talent-leading enterprises" are rewarded with 100,000 yuan each. Off-site R&D centers may obtain up to 1 million yuan, while new national and provincial key laboratories receive 2 million and 1 million yuan, respectively.
Retention measures are equally attractive. Linyi offers 10,000 rent-free talent apartments for three years to bachelor's degree holders and above. First-time homebuyers receive subsidies of 300,000 yuan for PhDs, 100,000 yuan for master's, and 50,000 yuan for bachelor's holders.
Beyond talent, Linyi's "worry-free service" brand ensures an efficient business environment with streamlined online policy access and clear government-business guidelines. The city's annual private economy commendation also honors outstanding entrepreneurs.
These concrete measures reflect Linyi's genuine commitment: welcoming talent and enterprises with real resources for shared prosperity.
