Shandong's Africa trade surges as zero-tariff policy takes effect

A new zero-tariff policy has given a major boost to Shandong's trade with Africa, with sesame imports leading the charge.

Starting May 1, China expanded its zero-tariff treatment to all 53 African countries that have diplomatic relations with China. The policy has significantly streamlined the import process: Shandong companies can now self-issue certificates of origin for African goods based on advance customs rulings, eliminating the need to apply for certificates abroad.

The impact has been immediate. In just two months, Qingdao port imported 159,000 metric tons of African sesame, up 28 percent year-on-year. For every 100 tons of sesame imported, companies save about 68,000 yuan ($10,043.63) in tariff costs. One company alone saved nearly 200,000 yuan annually in certificate fees.

Customs authorities have also launched an awareness campaign to ensure more businesses benefit from the policy. To date, tariff reductions for African agricultural imports in Qingdao have reached 240 million yuan. In the first half of this year, Shandong's trade with Africa totaled 155.36 billion yuan, up 5 percent year-on-year.

With 11 Africa-bound container routes now operating from Qingdao Port, the logistics network is keeping pace with rising trade flows.
