During China's presidency of the Shanghai Cooperation Organization (SCO), the Shandong Provincial People's Government hosted the China-SCO Local Economic and Trade Cooperation Conference, which received extensive support and participation from local governments, business associations, and enterprises of SCO member states. Deepening local cooperation within the SCO framework holds significant and special importance. In this regard, we propose the following initiative: To strengthen local economic and trade cooperation among SCO member states, focus on key areas, establish platforms and mechanisms, innovate cooperation models, and elevate the level and quality of collaboration, thus jointly contributing momentum and strength to the high-quality development of regional economic cooperation within the SCO.

I. Jointly Build International Logistics Corridors. Actively participate in the construction of international logistics corridors among SCO member states. Leverage Qingdao's role in the "Belt and Road", particularly in the New Eurasian Land Bridge Economic Corridor and maritime cooperation, to build the SCO International Hub Port and create an "gateway to the Asia-Pacific market" for SCO member states. Strengthen connectivity among hub cities within SCO regions, actively develop combined sea-rail-road transport services among SCO member states, and establish an integrated international logistics network encompassing land, sea, air, and rail.

II. Foster Partnership in Industrial and Supply Chains. Focus on building green, smart, and sustainable international partnerships in industrial and supply chains, jointly safeguard the stability of global industrial and supply chains, establish practical cooperation mechanisms, actively engage in international division of labor, promote industrial and production capacity cooperation among SCO regions, facilitate domestic and international circulation, expand development space, and achieve mutual industrial advancement, shared benefits, and win-win development.

III. Jointly Promote Upgrading of Trade and Investment. Fully explore the trade potential among SCO regions, support enterprises in organizing exhibitions targeting each other's markets in compliance with regulations, deepen cooperation in e-commerce, trade in services, and digital trade, optimize trade structures, foster new drivers of foreign trade, and expand import-export scale. Strengthen exchanges and cooperation among investment promotion agencies in SCO regions, mutually support the establishment of investment dialogue platforms, organize investment promotion activities, optimize the investment and development environment, and share new opportunities for high-quality development in green and low-carbon sectors, digital economy, modern agriculture, infrastructure, and other fields.

IV. Jointly Advance Exchanges and Cooperation among Industrial Parks. Promote connectivity and synergy among key industrial parks in SCO member states, strengthen information sharing and resource alignment, achieve mutual empowerment and complementary advantages, and facilitate industrial upgrading and cluster development. Deepen multi-field cooperation among existing economic and trade cooperation parks from SCO member states, promote efficient two-way flow of resources and production factors between domestic and overseas parks, and leverage the role of industrial parks in promoting local economic and trade cooperation.

V. Jointly Build and Share Open Cooperation Platforms. Strengthen the public goods attributes of the China-SCO Local Economic and Trade Cooperation Demonstration Zone, enhance the development capacity of institutions such as the China-SCO Institute of Economy and Trade, Qingdao International Energy Exchange, Shandong-Hong Kong Science and Technology Cooperation and Innovation Center, SCO Economic and Trade Comprehensive Service Platform, and the "Silk Road E-commerce" Comprehensive Service Base, and strengthen their application and promotion to connect resources and expand scenarios for local economic and trade cooperation among SCO member states.  

VI. Jointly Create a New Vision for Local Economic and Trade Cooperation. Always uphold the "Shanghai Spirit", adhere to mutual trust, mutual benefit, equality, and consultation in the cooperation process, promote open and inclusive development among SCO regions, and contribute to building an open world economy. Proactively explore institutional and mechanism innovations for local economic and trade cooperation within the SCO, deepen two-way investment and trade model innovations, enrich cooperation scenarios, and jointly inject local strength into economic and trade cooperation under bilateral and multilateral frameworks, contributing to the building of a better SCO community.
