Shandong unveils measures to promote industrialization of patents

East China's Shandong province has unveiled new measures to promote the transformation of patents into industrial applications, aiming to establish around 30 industrial patent pools by the end of next year.

A document titled "Several Measures to Further Promote the Industrialization of Patents and Empower the Development of a Modern Industrial System", which was recently released by the provincial authorities, outlines 12 specific measures to advance the industrialization of patents.

The measures include strengthening the fostering of high-value patents, supporting the establishment of industrial intellectual property operation centers, building key industry patent pools, facilitating targeted patent transformation and utilization, reinforcing financial support for patent transformation and utilization, and bolstering patent protection in key industries.

Among these measures, Shandong will support universities and research institutes in establishing high-value patent cultivation centers, providing up to 2 million yuan ($270,000) in financial support for centers actively fostering high-value patents important to key industries. Approximately 30 high-value patent cultivation centers and 20 industrial intellectual property operation centers will be supported by the end of 2026.

Focusing on core patents in key industrial chains, the province will provide financial support of up to 3 million yuan for the development of key industry patent pools and the promotion of effective industrialization of patents. By the end of 2026, around 30 industrial patent pools will be established.

Support will also be provided for expanding patent pre-examination services in industries such as new energy, enhancing service efficiency for patents in 12 key sectors, including next-generation information technology, marine industries, and high-end equipment manufacturing.

Universities and research institutes are encouraged to independently establish venture capital funds to support the practical application of patents. Special operations for intellectual property protection in key industries will be launched, cracking down on intellectual property infringement and illegal activities.
