Shandong province is integrating cultural programs and community activities into its rural development initiative, as part of broader efforts to modernize the countryside while preserving local identity. These efforts are helping foster modern lifestyles and closer community ties across the province.

In Heze, for example, local communities have held collective weddings for years, encouraging more affordable and simpler wedding customs. In Jiaozhou, Qingdao, 65 neighborhood art groups and over 800 rural cultural teams have been established, using traditional performances such as Jiaozhou Yangge, a folk dance, and Maoqiang, a form of local folk opera, to show values including family responsibility and respect for the elderly.

Beyond cultural activities, Shandong is also combining these cultural events with rural governance and skills training. Programs such as volunteer services and entrepreneurship courses have helped villagers raise their skills and expand their economic opportunities.

By combining institutional measures with cultural engagement, Shandong is exploring ways to  make rural communities more vibrant, harmonious, and orderly.
