Jinan charts course for digital, intelligent transformation

Jinan's new roadmap shifts it into becoming a digital and intelligent hub with a focus on high-tech infrastructure, data, the digital economy, and smart governance.

To strengthen its digital infrastructure, the city plans to expand its 5G network to 63,000 base stations and deploy a multi-dimensional sensing network. This network will integrate satellites, drones, and over 11,000 sensors to monitor urban safety in real time.

Positioning data as a core economic asset, Jinan will launch more than 800 data products, support 1,400 data enterprises, and aim for over 300 million yuan ($43.11 million) in transactions. Data integration will span 12 key sectors, including manufacturing, healthcare, and technological innovation.

To power its digital economy, Jinan will enhance its computing infrastructure with platforms like the China Telecom (Jinan) Intelligent Computing Center. The city plans to develop artificial intelligence (AI) models, foster digital industry clusters, and speed up the digital transformation of industries, embedding computing and AI into the real economy.

Urban governance and public services are also set for an upgrade. The city will upgrade its digital platforms for parking, employment, and grassroots governance, while enhancing real-time risk detection in critical infrastructure like gas and heating.

To boost administrative efficiency, the city will offer one-stop services for business, construction, and employment, using the citywide "urban code" to make public services more accessible to residents and enterprises.
