Linyi unveils roadmap for 15th Five-Year Plan period

Print PrintAt the sixth session of the 20th Linyi Municipal People's Congress opening on Jan 19, the city's government work report outlined a transformative vision. It highlights Linyi's achievements during the 14th Five-Year Plan period (2021–25) and setting a course for the city to become a provincial sub-center and a trillion-yuan ($143.6 billion) GDP city by 2030.
Over the past five years, Linyi's economy has expanded significantly, crossing the 100-billion-yuan GDP threshold twice. Its logistics sector exceeded 1 trillion yuan in turnover, and the city was repeatedly ranked among China's top 100 innovative cities.
Linyi's industrial strength grew with more than 4900 enterprises above a designated size during the period. The city also won a spot among China's top 100 advanced manufacturing hubs. In terms of the private economy, its private enterprises contributed to over 90 percent of the city's businesses, urban jobs, and innovative achievements, 13 of which were listed on Shandong's top 200 companies. Tourism also soared, welcoming over 100 million visitors and generating 100 billion yuan in revenue.
Looking ahead to the 15th Five-Year Plan (2026–30), the report sets clear objectives: to turn Linyi into a dynamic provincial sub-center, a national model for high-quality development in revolutionary old areas, an international commercial and logistics hub, and a bridgehead for integration with the Yangtze River Delta. The overarching aim is to accelerate its march toward the "trillion-yuan city" club.
