Shandong charts course for 15th Five-Year Plan period

The 10th plenary session of the 12th CPC Shandong Provincial Committee, held from Dec 1 to 2 in Jinan, adopted recommendations for formulating the 15th Five-Year Plan for the economic and social development of Shandong province.

The recommendations, comprising 14 parts and 60 measures, are divided into three sections, providing a framework for Shandong's development during the 15th Five-Year Plan period (2026-30).

At a press conference on Dec 3, Zhang Zuoting, deputy secretary-general of Shandong, outlined the core principles of the session.

The main points of the session are as follows:

Firstly, the session affirmed the achievements made in the 14th Five-Year Plan period (2021-25) and emphasized the 15th Five-Year Plan period as key to deepening reform, strengthening ecological protection, accelerating high-quality green and low-carbon development, enhancing opening-up and fostering a new growth pole in northern China. Despite complex changes and uncertainties, Shandong remains committed to becoming a great modern province by 2035.

Secondly, the session outlined Shandong's key objectives for the 15th Five-Year Plan period – becoming a major growth pole in northern China and achieving breakthroughs in building a great modern province. It emphasized development in key sectors, including advanced manufacturing, modern agriculture, science and technology, and the digital economy.

Thirdly, the session identified 11 key tasks for the new period: accelerating the development of a modern industrial system, fostering innovation and driving new quality productive forces, expanding domestic demand and integrating into the new development pattern, leveraging market mechanisms, driving high-standard opening-up, advancing rural vitalization and accelerating agricultural and rural modernization, deepening coordinated development, promoting green and low-carbon development, strengthening cultural power, improving people's livelihoods, and modernizing national security systems and capacity.

Fourthly, the session emphasized the importance of upholding the Party's overall leadership.

In conclusion, the session set a clear direction for Shandong's economic and social development during the 15th Five-Year Plan period.
