Qingdao has introduced a comprehensive policy package to accelerate the development of its artificial intelligence (AI) industry, aligning with provincial strategies and drawing inspiration from leading cities like Beijing and Shenzhen. The policies target core AI pillars — computing power, algorithms, and data — with substantial subsidies to establish the city as a domestic frontrunner.

Significant financial incentives are outlined. Data infrastructure projects critical for the Digital Province initiative can receive up to 10 million yuan ($1.43 million). For algorithm development, major vertical industry models selected for provincial support are eligible for up to 1 million yuan in "model vouchers". 

The policy strongly supports integrated hardware and software innovation. Humanoid robot manufacturers achieving annual sales of over 50 million yuan for the first time this year are eligible for an 8-million-yuan reward, while core parts suppliers can receive 3 million yuan. AI software projects qualifying for provincial programs may receive up to 3 million yuan, and data trading activities are supported with subsidies of up to 300,000 yuan.

To foster a premier ecosystem, Qingdao will cultivate benchmark AI applications in key sectors like smart manufacturing and marine tech, offering up to 1 million yuan for outstanding provincial-level metaverse projects. It will promote industrial cluster development through future industry parks, supported with up to 6 million yuan, and enhance guidance from industrial investment funds to support the rapid implementation and effectiveness of relevant projects.
