In the recently approved National Land Space Overall Plan (2021–35) by the State Council, cities such as Qingdao, Tianjin, Shenzhen, Dalian, Ningbo, Xiamen, and Qinhuangdao have been designated as modern maritime cities, serving as key hubs for building maritime power.

Qingdao's notable feature is its oceanic advantage, with its marine GDP consistently ranking third among Chinese cities. As Qingdao strives to establish itself as a modern maritime city, it aims to lead the nation in maritime power development.

By leveraging marine resources as a central driver of urban development, the city is accelerating industrial upgrades to establish a strong foundation for modern maritime economic growth.

A prime example is its aquaculture transformation — the launch of the world's first 100,000-metric-ton smart farming vessel, Guoxin 1, and its upgraded 150,000-ton successor, now operating in Zhoushan to cultivate premium fish such as yellow croaker.

With the expanded scope and areas of marine resource development, Qingdao's utilization of marine oil and gas, marine biology, and other resources is progressively advancing.

The city's 2024 Modern Marine Economy Development Plan outlines a modern industrial system, prioritizing deep-sea and polar research, including hydrothermal vent ecosystems and seabed mineral exploration.

At the same time, Qingdao maintains a balance between development and ecological restoration, earning national recognition for projects like Blue Valley’s coastal rehabilitation, which has restored over 2,300 hectares of wetlands and 110 kilometers of shoreline since 2012. With 99 percent excellent seawater quality in 2024, Qingdao exemplifies sustainable ocean urbanization, blending economic ambition with clear waters, green shores, and vibrant bays for future generations.
