The Jinan Area of the China (Shandong) Pilot Free Trade Zone (FTZ) is developing a digitally enabled health service model that brings together medical care, disease prevention, community services, and other public services to improve access to healthcare and strengthen health management.

A digital health service platform forms the backbone of the initiative, integrating medical data from 397 local healthcare institutions, health records for the area's 446,800 permanent residents, disease surveillance information, and public service data related to childcare and elder care. The platform enables real-time information sharing among hospitals, disease control centers, community health institutions, and childcare providers, linking services from registration and diagnosis to screening, follow-up, and rehabilitation.

Multidisciplinary teams of general practitioners, specialists, public health professionals, and health managers provide long-term services for key groups, including older adults, young children, and people with chronic diseases.

The area has also streamlined access to digital healthcare services, including online appointments, medical report inquiries, prescription renewals, and health consultations. AI-assisted diagnosis and remote consultation systems enable community doctors to consult specialists at Grade A tertiary hospitals. Tailored services for childcare centers and businesses include home medical examinations, vaccinations, and occupational disease prevention.
